REGEXP functions missing 10.2.0.3

I upgraded a 9.2.0.8 instance to 10.2.0.3, the REGEXP_ functions are not installed, anyone know which script installs these?

I did a grep under $ORACLE_HOME/rdbms/admin and found:

jisrm.sql
liborasdkbase.def
orasdkbase_shrept.lst
prvtrcmp.plb
stdspec.sql

I ran stdspec but still no go, any ideas?

this is an unsupported configuration, 10.2.0.3 on OpenSuSE 10.1 32-bit
