A number of folks have suggested 'at'.

Personally, I abandoned the use of 'at' about 6 years ago, as it was unreliable.

For scheduled jobs on Windows, I use a perl cron service. It has never failed, unlike 'at'.

Another way is to use Cygwin, if that's allowed at your site.
