I agree. They don't. If I'm correct, they have to change ONLY the function, not a gazillion places in the code. They don't want to search through their code to look for it, I don't have the access to the JAVA and SQL Server code, and I have no authority to make them do anything. The proverbial "rock and a hard place".

I believe they could quickly modify their code to use TZ_OFFSET

SQL> select TZ_OFFSET(DBTIMEZONE) from dual;
