I see you use HS.
You need to:

1) Create a listener for this HS.
2) Create system dsn in start->system tools->odbc..
3) Create init.ora for this HS connection under hs\asmin.
4) create dblink for the connection.

http://www.datadirect.com/developer/odbc/oracle_heterogeneous/index.ssp will be a good place to start.
