Sure, if your "complete rman backup" includes a controlfile autobackup, then it's very simple to restore it. If it's got a control file, but it's not an autobackup, it would be a little more complicated, but still possible. And, even if you only have a backup of all datafiles, but no backup controlfile, you could still restore the datafiles and just recreate the controlfile manually with the CREATE CONTROLFILE command.
