A basic Qs on Outer Join & its purpose?

Select A.f1, B.f2
From A,B
Where A.f3=B.f3(+)

Returns:-

1. ALL Rows from B
2. Only those rows from A where A.f3=B.f3
3. For the rows (B.f3 - A.f3), is Value returned for field A.f1 Null ? (because corresponding Value of f3 does NOT exist in Table A, but exists in Table B)
