Yes, many times that's the case, but I've also seen many times when the plan is there in the STAT lines of the trace file but tkprof doesn't report it. I'm guessing it's due to the reason I described earlier, but I don't really know for sure.

When the plan is in the raw trace file, it's easy to see it. I think tkprof output with no plan results simply from the plan's absence from the raw trace file.
