I am not sure that you can directly compare software products and ROI.
You can compare Oracle against other software and rate products, support, reliability, security, performance, staff costs etc
You can compare Oracle against other software and compare prices, licensing, support costs, staff costs
One you put the 2 together you have to provide some means of measuring the two figures and that is why any of the leading DB manufacturers could provide a ROI model that would show theirs as the best but they will all skew things slightly (to their advantage of course).

We are looking for some good papers on Oracle and Return on Investment.
We also have Sql Server and DB2 on Unix and Mainframe here.
But there are things Oracle does better(me giving it 23-25 years so far), and it would be nice to find some serious comparisons of the databases.
