I have seen this before in two different circumstances,..

1 - When upgrading from Oracle 9i Enterprise to 10g Standard. 2 - When using the oracle installer to create the database and only installing standard edition.

In the second case the installer uses existing database files and copies them to the install location. If installing the standard edition this error happens because the dbf files are from an Enterprise install.
