Hm... Last weekend, I tried to re-link non-RAC installation with rac_on option (ASM + DB from the same home) on my playground and cluster_interconnect was empty. I was actually surprised it came up but local CSSD was running for ASM anyway and this is what cluster instance uses for cluster membership.
