Q: ACTIVE_PLACEMENT - RAC clusterware how it works

Hi all , if I've set ACTIVE_PLACEMENT of crs_profile to 1 . According to oracle documentation:
"When set to 1, Oracle Clusterware reevaluates the placement of a resource during addition or restart of a cluster node."
Is it means that if I've a resource which moved from node1 to node2 due to instance failure, then after node1 is back then the resource will go back to node1 ?
