You have to have the target database in MOUNT mode at least not NOMOUNT.

I;m trying to do an RMAN duplicate database to new host so target db is in nomount mode trouble is this gives blocked status from sqlnet. I have found stuff about dedicated connection in listener but it still doesnt seem to work.
