We run 11.5.10.1 with 10.1.0.5 with a locally managed system tablespace. If I recall correctly there was a step to convert in the transition from 11.5.7to 11.5.10.1. We don't seem to have the performance issues or the log file sync problems. Is the conversion to the locally managed tablespace the only change that was made? Have you traced any of the processes?
