This parameter doesn't do anything in 10g (was documented by mistake)
and is obsolete in 11g. I believe it is present in the 10gR1 docs,
but should have been removed in 10gR2 docs. See metalink note
429825.1 for the 11g obsolete note.
In 11g ddl_lock_timeout exists.
