using clusterware in windows2004

Hi , I'm try to use oracle clusterware (11.1) to start/stop custom application .  

I've been able to create cap file and to register it ,but when I try to stop/start I get strange errors.  

I wander if anyone has experience with that .  

The errors are :

The script test.cmd is very simple it just do echo and then exit 0
