1 - Did you re-generate the statistics on both systems using the same parameters and values  

2 - After updating the statistics did you compare the dba_tab_columns values to see if the data distribution could be different. This can be very important if histograms (the default on 10g+) are generated and come into play for the query in question

There is difference in order in explain plan as one table is accessed at a different order. I tried usual use_nl and other hints but cannot seem to sync up the explain plan.
