I just downloaded sqldeveloper yesterday at 1:21PM PST. It's only about
70MB, but I didn't have any trouble with it. Maybe it's just your
Internet connection, try pinging the download server and see if you're
getting high latency or dropped packets, then see if you're getting the
same to other sites.
