Unable to start iasconsole.

Greetings.

Oracle Apps 10g on Win 2K3.

I am not able to start iasconsole.

emctl start iasconsole hangs.

I tried starting the Oracle AScontrol service manually from services.msc, but that also fails.
This service calls an executable called $OH\bin\nmesrvc.exe. I tried executing this manually, and it gives me the following error. StartServciectrlDispatcher failed with err 1063.

Any suggestions?

I need to login to iasconsole to find the names and status of all report servers running in the system. Is there an alternative way?
