I haven't looked at it for a while, but if you take a look at the statspack code (e.g. in spreport.sql, sprepins.sql, statspack procedures, etc.) it's pretty easy to track down exactly what statistics and calculations are used to get the numbers you see in the statspack report. IIRC, the transactions per second comes from the 'user commits' statistic in v$sysstat (and its snapshots in stats$sysstat). I think they might include either 'user rollbacks' or 'transaction rollbacks' in that figure too, but not sure off the top of my head so like I said - just go look at the code to find out for sure, especially considering it could be different depending on what version you're on.

I believe that is the number of currently open transactions.
