What you are talking about is active database duplication. I discuss this in detail in my Oracle Press 11g New Features book. This is a very cool feature.
If you are asking if 11g RMAN can do active database duplication on an earlier version of Oracle then the answer is no.

It notes that V11 RMAN can now duplicate a DB without having any existing backup.

The source of the duplication is an active database. COOL!  

Does anyone know if V11 RMAN can interoperate against lower version databases?

Unfortunately I'm in no position to test this capability myself.
