FARSI is not supported out of the box (see http://download.oracle.com/docs/cd/B28359_01/server.111/b28298/applocaledata.htm#i634428) - no doubt because of the longstanding issues between US and Iran.

You could localise it yourself using the Locale Builder (see http://download.oracle.com/docs/cd/B28359_01/server.111/b28298/ch13custlocale.htm#g1014110)

These are 11g references, but the Locale Builder is in 10g too. No idea how much work that would be, I'm afraid.
