I ran a full RAC install, and encountered a few relink errors until the xlC was installed. This was on AIX 5.3, but your results might vary. I think the docs mention that if you are not doing (various options, fill in the blank) then you can ignore the message, but I could not ignore it in my case.

If I remember correctly, the installer will throw warnings only. But the specific AIX installation document says they may be ignored.

I think I am going to contradict everybody else that has respondedespecially  if you are configuring RAC. In my opinion, you do need the xlC runtime environment (although not the full compiler), and will run into numerous glitches if you don't have it. The xlC runtime can be found with a huge amount of digging, and is downloadable for free - but here is the link because I know its darn hard to find otherwise:

Without this, CVU will fail, and the Oracle Installer will throw up some errors as well.
