Looks like you only need a C complier if using the following :  

PL/SQL native compilation and
Pro*C/C++, Oracle Call Interface, Oracle C++ Call Interface, Oracle XML Developer's Kit (XDK)

And you do need a linker (make in general).

If you're going with the install guide for your platform, the prerequisites are listed there (check tahiti.oracle.com) along with the required packages.
