Are you also running with Unicode?
If so, the PeopleSoft implementation of that will aggravate the situation
further.

Prior to Apps 9.0, every character column in the PeopleSoft schema is
implemented like this:
...
EMPLID VARCHAR2(33) CHECK LENGTH(EMPLID)<=11,
...
