Ok, ignore this.
The user did not have Unlimited tablespace. All is well.

  2. All defaults are unlimited
  3. User creates table in non-default tablespace.
  4. Gets ORA-01536: space quota exceeded for tablespace

Fix:
Admin alters user quote unlimited on non-default tablespace No error.

Question:
I'm forgetting, isn't unlimited tablespace supposed to cover this system wide?

Is zero quota assumed if not granted on non-default tablespaces?
