Simple Quota Question

Issue:

1. Every user granted unlimited tablespace 2. No quotas on any user.
2. All defaults are unlimited
3. User creates table in non-default tablespace.
4. Gets ORA-01536: space quota exceeded for tablespace

Fix:
Admin alters user quote unlimited on non-default tablespace No error.

Question:
I'm forgetting, isn't unlimited tablespace supposed to cover this system wide?

Is zero quota assumed if not granted on non-default tablespaces?
