Well, the obvious things come to mind.

Does the user that is running the Oracle service have write permissions on the drive?

Does the drive work?

Can you create a file on that drive *as* the user that is running Oracle?

Are there IO errors in the Event Viewer?

Last but not least, if you cannot determine the problem, you should open an SR with Oracle Support ASAP. Not being able to write to redo is rather serious problem.
