Just look at this:

Data Guard, 2 servers, each 4 CPU's.
EE required, 8 * 25k = 200K.

Active Data Guard can 'justify' the extra license cost for a standby. Active Data Guard, yes, if another 8 * 5K = 40K is donated......

140K for an extra server.
