I hit this problem many years ago. Check your character sets are the same.

I had a database with German accented characters in it (the exporting one) and a 'faulty' database to import into, which had 7 bit character set. The primary keys in the data had both English and German versions, the German has accents whereas the English did not. On the import, the accents were dropped and I ended up with two sets of 'English' causing a load of PK violations.

Of course, this may not be your problem and in this case, I can't help :o(
