Listener doesn't startup

Hello:

We are trying to start listener on Linux redhad AS 4.0 it was working ok it was rebooted and then the listener didn't start the message error is the following

System parameter file is
/storage/u/oracle/product/9.2.0/network/admin/listener.ora

Log messages written to
/storage/u/oracle/product/9.2.0/network/log/listener.log

Trace information written to
/storage/u/oracle/product/9.2.0/network/trace/listener.trc

Trace level is currently 0

Started with pid=1192

Error listening on: (DESCRIPTION=(ADDRESS=(PROTOCOL=IPC)(KEY=PNPKEY)))

TNS-12540: TNS:internal limit restriction exceeded

TNS-12560: TNS:protocol adapter error

TNS-00510: Internal limit restriction exceeded

Linux Error: 28: No space left on device There is plenty space on the disk by the way

Kernel parameter are:

kernel.core_uses_pid = 1

kernel.shmmax = 4294967295

kernel.shmmni = 4096

kernel.shmall = 3279547

kernel.sem = 250 32000 100 128

fs.file-max = 65536

net.ipv4.ip_local_port_range = 1024 65000  Any Help would be really appreciated!!!!!
