Waited too long for library cache load lock

I have been getting these errors for the last 2 days. In each case the "freeze" the database so that no new users can log on and existing connections cannot execute sql. The database version is 9.2.0.8 and the platform is HP-UX 11.11. Each dump file has text that looks like this:

Anyway to interpret this stuff without filing an SR?
