Try starting the listener without listener.ora file (temporary rename it to *.bak for example). If it works then you probably encountered a network / nameresolving problem

Any help with the following much appreciated:

A new 10g listener on Windows fails to start:

The Windows service exists and the listener also fails to start when trying to start via the Windows Service. There are no errors in the Event Viewer and no listener log or trace files exist.
