Just a guess here -

Some versions of 9 used to default the resource manager plan to "system_plan" or something like that, so you had resource manager enabled by default even if you didn't want it.

Folks,
I was seeing a session waiting on the following latch in our QA database (9.2.0.6). I could not find anything on this latch. Does anyone know what this latch does and under what circumstances this latch is waited on?
