Async Distrubuted Hot log CDC Bug ?

We have the source on Oracle 10.2.0.3 ( Windows 2003 Cluster) and target on Oracle 10.2.0.3 ( Solaris[tm] OE (64-bit))

We are getting this error while trying to create a change set. Tried all modes of dataguard on the source ( ALL,STANDBY,NONE) Tried granting all rights for the source publisher ( and gave execute on all the packages listed)
