DB06 in the January 2007 CPU relates to a Cross Site Scripting issue in the XMLDB Web service. If exploited, it could allow an unauthenticated attacker to gain access to another person's already authenticated session. If you're not running the web dispatcher then you will not be vulnerable to this attack.

Bear in mind there is an ftp dispatcher, too, and, if not used, should be turned off to reduce attack surface.
