its called runstats in 8.48 and leverages dbms_stats.

For customers using Oracle 10gR2 (10.2.0.2.0), Patch bundle 5381980 is now available for all supported Unix platforms. For Windows platform specific patches, please see the bottom of this section.
Patch bundle# 5381980 addresses all of the bug issues discovered while testing with Oracle 10gR2 (10.2.0.1.0).
The patch bundle alleviates the need for the previously documented required 'workaround' init.ora parameters:
_optimizer_cost_ based_transformation=off _disable_function_based_index=true
Once the patch is installed, remove the preceding init.ora parameters before bringing up your DB SIDS.
This Oracle patch bundle# 5381980 consists of the following bug fixes and is available on all the platforms we GA'd on except for Windows. The Windows platform patch will be available shortly.

Windows platform specific patch bundles are available but the patch number varies based on platform:
For ORACLE on
10gR2 10.2.0.2 WINDOWS 32 BIT
use Patch# 5502226
For ORACLE on
10gR2 10.2.0.2 WINDOWS-64 XP AND 2003 -64BIT
use Patch# 5500894
For ORACLE on
10gR2 10.2.0.2 WINDOWS-64 AMD64 AND INTEL EM64T XP AND 2003 -64BIT
use Patch# 5500921
Patch# 5381980 is a cumulative patch bundle comprised of the following required, one-off patches:
Patch# 5109749 addresses issues of incorrect numbers of rows returned when queries are utilizing desc indexes. In some cases ORA-01428: argument 'c20438' is out of range" was being returned.
Patch# 4900129 addresses performance issues specifically related to the PT8.48 Datatype conversion process.
Patch# 5092688 addresses issues of incorrect numbers of rows returned when queries are utilizing desc indexes.
Patch# 4939157 addresses ORA-00600 and ORA-07445 dumps being generated on queries are utilizing desc indexes.
Additional required patches:
Patch# 4768040 addresses performance issues where the SELECT portion of an INSERT SELECT statement runs fast but the actual INSERT runs very slow. This issue was reported in the field as bug# 5014836.
The base bug# is 4768040.
Note: The base bug#4768040 has been ported to Oracle 10.2.0.2.0 for all supported platforms.
