The question really is - will Oracle would use the information gathered as part of license compliance and enforcement.

This config manager also comes part of the GC agent in 10.2.0.3, so when you install or upgrade the agent, it install itself (but you can choose to configure it or not)

We've set it up on a couple of environments to test it out and it seems to speed up the process. I've always found that the first time you open a tar there is a period of back and forth with Oracle requesting information.
