You can check "Oracle PL/SQL Best Practices" by Steven Feuerstein (http://www.amazon.com/Oracle-PL-SQL-Best-Practices/dp/0596001215/sr=8-1/qid=1170876831/ref=pd_bbs_sr_1/104-9978934-0727113?ie=UTF8&s=books)

He has tried to write down and discuss all the best practices that can be used while developing PL/SQL code (stored procedures). Although I not always agree with author, but this book can be used as a very good start point :)
