Thanks Nancy, but I'd like to clarify a couple things:  

  1. You can't just add PST8PDT only - there are actually 9 new timezones you need to add (see clip from my original post below - I know my subject was misleading so I've updated it)
  2. My understanding (based on what Oracle Support told me) is that there is an additional problem with these new timezones beyond that of the other timezones. Data using these new timezones must be backed up and restored regardless of the timeframe.

I attended the DST patch webcast and asked about this - you can just add the PST8PDT to the CSV file .
