Is there any Standby to this setup?

  4. Cannot see what v$lock contains. Connection as sysdba comes back to a command prompt, but about the only thing you can do is abort the instance.
  5. Memory(vmstat) appears normal, cpu loading is low and idle is high.
  6. Sar does not indicate any disks being hit for anything. Io appears to be non existent.
  7. Alert log does not contain anything outside of the normal redo switching activity. No user dump files either.
