I did some reading of this document:

Enterprise Manager Grid Control Installation and Basic Configuration 10g Release 2 (10.2)
Part Number B16228-04

A Troubleshooting Enterprise Manager

It suggested I take a look at this configuration file:

sysman/config/emd.properties

This caught my eye:

#
# OMS Upload URL
#
# if there is no receiving OMS or if you wish to disable the UploadManager
# please set this value to empty or comment out below line
#

REPOSITORY_URL=https://ow2:1159/em/upload

I tried the URL in my browser; I see:

Http XML File receiver
Http Receiver Servlet active!

That's a good sign.

This caught my eye:
emdWalletSrcURL: Verify if the host name and port are correct in this URL (http://<hostname>:port/em/wallets/emd).

I see this in the sysman/config/emd.properties config file:

http://ow2:4889/em/wallets/emd

I tried it in my browser.

I see:

404 Not Found
Resource /em/wallets/emd not found on this server

I searched further into the document; it offered no advice on how to fix this problem.

So, maybe my agent cannot upload due to a wallet issue.
