Why you have an Oracle XE free?
Why and Sqldeveloper for the database free? Why there were a workgroup edition and later standard and standard one edition?
Why you have a free jdeveloper?
There is one reason Oracle did it to match their competitors. In some markets customers pays to other companies for participate in the market, because their participation increases competition and reduces prices, so paying some companies to participate (maybe partially subsidize) is benefitial for them.

The reason because I say this, is because Oracle is monopolizing the market and big business must remember is important the competitors to reduce costs.

Just my two cents to remember.
