Did you already try the hidden parameter "_delete_rows_faster=true"?

Seriously though - you need to perform a trace (event 10046, level 12) on the delete statement to see where it's spending it's time - and then address the problem from there. You may need to add an index to help Oracle find the rows faster, or if you're deleting all rows of a table you might want to use TRUNCATE TABLE instead.
