Oracle 10g iSQL*Plus problems

Having obtained "unable to connect" messages when I tried to log into iSQL*Plus, against a newly-installed 10g Database on a Windows 2003 server, I discovered that the server did not have an Application Server service running. According to the documentation, Application Server service should be automatically installed as part of the Oracle 10g Database Server installation. However, when I installed 10g, I did it as a software-only install, and then created the database instance using DBCA. I'd already learned from this that there was no automatic listener creation, if you don't install a starter database as part of the 10g installation, so I'd had to create a listener using the Net Configuration Assistant. Is it also the case that Application Server doesn't automatically create a service if you do a software-only installation of 10g? If so, how should I proceed to create the Application Server service for iSQL*Plus?
