I came across this problem a few months ago when I was doing some performance tuning at a remote site. The end solution was to remove most of the mail-intensive processing from the database and not have the database waiting for a mail server to tell it that mails were accepted or no.

I never found a specific cause that I could definitively trace to the TCP Socket (KGAS) event and I no longer have access to that database so I'm afraid I can't help you.
