Actually a lot of the world uses daylight savings time. Except Arizona. Just using TIMESTAMP has no implications, that just holds your time value. If you are setting it using SYSDATE, that is set by the underlying server. Since I don't know how you are setting the time values, and what your application uses them for, it is difficult to give you an answer. You might ask others at your facility if the application was in production a year ago and what happened when the time changed then.
