Even the reasoning behind is strange : when you recruit, you usually have lots of candidate and a very few you want to see. Here, you tell us the story of a specific group, identified and discarted by common link (the OCP) for the reason that only of few of them would meet your requirement.

I can't even agree with the logic of your own reasoning.

There are exceptions to every rule (except maybe that one :) but having done technical hiring in a former life I understand what he meant. While there are certainly very worthwhile people who have certifications, way too many of them are obtained by people who aren't all that good and think that getting the certification will help. It usually doesn't.
