Start with the Oracle Software Investment Guide at http://www.oracle.com/corporate/pricing
Then read the Price List.

SE includes RAC if on a cluster capable of not more than 4 CPUs. RAC on EE is an option @ 50% of the EE price (List Price). What discount you get
depends on how you negotiate.
