There are step-by-step instructions right in the Data Guard Concepts and Administration manual, under "Creating a physical standby database."

Does anyone have a script that shows how to create a 9i physical standby manually without using OEM or Grid Control? I went to a 10g Data Guard class and they only showed how to do it using Grid Control.
