Start with Kyte, then Lewis. The PL/SQL stuiff you can do next followed by Optimising Oracle Performance.

They fit in to fill in any blanks, or to act as a source of confusion that the other books correct for you. :o)

Seriously, the concepts book should be your second port of call whenever you are considering a new version of Oracle, start with the New Features guide first.
